Al Buraymi province was split from Adh Dhahirah region in 2006-10. Wikipedia reports that a new district named Al Sinaihah (elsewhere spelled Al Sinainah) was formed from parts of Al Buraymi and Mahdah districts. I will add it to the list if and when I do a revision; for now, I leave the list as it was on the census date in 2003.

There were 37 districts in 1977, 41 in 1988, 59 in 1996.
Morris Fisher, in the 1985 edition of his book "Provinces and Provincial Capitals of the World", reports these 37 wilayat: Adam, Al Khabura, Al Masanaa, Al Mudaibi, Al Mudhayrib, Awabi, Bahla, Barka, Bid Bid, Biddiya, Bilad Bani Bu Hassan, Birkat al Mawz, Bukh, Buraymi, Dank, Dibbah, Ibra, Ibri, Izki, Jalan and Bilad Bani Bu Ali, Kamil and Wafi, Khasab, Liwa, Mahadhah, Manah, Nakhl and Wadi Maawal, Nizwa, Quriyat, Rustaq, Saham, Shinas, Sohar, Sumail, Sur, Suwaiq, Wadi Bani Khalid, and Wadi Dimma. (The capital usually has the same name as the wilayah; omit the words in green to get the capital name in the exceptional cases.) He implies that Muscat federal capital municipality and Dhofar federal province don't have any wilayat.
2006-10: Al Buraymi province split from Adh Dhahirah region. I have changed the middle two letters of the HASC codes
from the old ZA, which represented the original Adh Dhahirah.
