The census report at the Guyana Bureau of
Statistics 
page, in a file identified as "NDC level data - Compressed" (accessed
2007-08-25), contains a number of tables. The first of them is the population of Guyana by territorial division, sex, and
ethnic group. The following data are taken from that table.
The primary territorial divisions are the regions. The 117 divisions in the next level are identified as "Neighbourhood Democratic Councils" (NDC). However, some of the individual divisions are described differently: municipalities, land development schemes, and "rest of region" (which I have interpreted as unorganized territory). This doesn't give an impression of stability, but it's all I have to serve as secondary divisions of Guyana.
