Districts of the United Kingdom

I have removed the Isle of Man, Guernsey, and Jersey because of ISO's decision to give them their own country codes.

Graham Wickens pointed out a spelling error (Totness for Totnes).

The United Kingdom has a mixture of unitary and two-tiered local government. That is, some areas have only one level of local government, while others belong to a district within a county, and thus have both district and county government. In order to show a complete partition of the United Kingdom at the lowest level, therefore, I've had to use some primary subdivisions as if they were secondary. In those cases, I used the same two-letter abbreviation as both the second and third component of the HASC code. Conversely, whenever the second and third components of the HASC code differ, that means that the secondary subdivision is actually smaller than the primary division that contains it.
